The Oregon Lottery Commission will consider proposed rules Friday that aim to crack down on questionable ticket sale practices, protect the integrity of its games, and safeguard its ability to sell and profit from Mega Millions and Powerball. The rules, which are subject to a public comment period before a formal vote this fall, would:
