Marsha Jackson, whose backyard housed the more than 70,000-ton mountain, felt vindicated by the vote. She had spent years knocking at City Hall’s door for action against the dumping site. Now City Hall had at last answered her call.

The Dallas City Council voted 12-1 to rezone a 522-acre area, including the area where Shingle Mountain once stood at the former Blue Star Recycling site. Now, some of the undeveloped land is zoned for agricultural use, residential zoning for existing homes there and a planned development district to limit heavy industrial use.
