September 30, 2019 / 9:39 PM CDT / CBS Chicago CHICAGO (CBS) -- A small child fell out of a window in the Parkway Garden Homes development on South King Drive Monday night.

“Parkway is reminiscent of Stateway Gardens and Robert Taylor Homes. You’ve got the same issues,” said Charlton Hamer, senior vice president of affordable housing for the Habitat Co.

I’m a little daunted. The thing is, I’m not alone. The parkway, a Chicago institution, is also a common conundrum. You don’t own it, but you are supposed to maintain it.
