HARRISBURG — Pennsylvania’s Senate on Tuesday advanced a $47.6 billion state budget for 2025-26 that holds spending flat, and was poised to advance a two-year, $1.2 billion transportation plan opposed by Democrats to fund mass transit operations and repairs to rural roads.

The Republican-controlled Pennsylvania Senate passed a bill on Tuesday that would fund SEPTA and avoid major service cuts at the end of the month, but it's expected to face challenges from Democrats in the state House.
