Brazil’s parliament has approved a substantial 67% hike in the duty-free allowance for border shoppers that should drive traffic and sales—as well as see a series of new shop openings.

The move is timely. Sales of jewelry and watches on Hainan have been rocketing since personal duty-free allowances were more than tripled on July 1 to $14,000.
