The shopping center, home to businesses such as Little Woodrow’s and Basic Foods, has been the site of multiple fights and shootings.

The owners appeal for a similar plan was denied in 2023. The revised plan more closely aligns to the requirements of the city zoning ordinance, the city’s zoning administrator said.
